Property owners will now need an electronic ID of their building or property, as part of the necessary certificates and documents for the transfer of property.
The electronic ID, the engineer's certificate that checks that there is no town planning arbitrariness on a property, and the restoration of the measure of the TAO's assurance that there are no Real Estate Tax debts, is the new generation of certificates added to a list of the necessary records for the real estate transactions.
In addition, the static proficiency study (if it does not exist), as well as the millimetre of the building, will be raising the total cost of the procedure.
In total, the certificates and licenses that will accompany the new requirement are nine and are linked to the prevention of arbitrary building and its prevention.
It should be noted here that the transfer is accompanied by other administrative acts, which according to the Pan-Hellenic Federation of Real Estate Owners (POMIDA) amount to 23.
And with the necessary documentation needed for issuing the electronic ID the total is raised to 29, part of which are the required documents by the engineers (building permit, energy certificate).
The new requirement is described in detail in the bill "For the Control and Protection of the Structured Environment" passed by the Parliament, which has highlighted the importance of the electronic ID of buildings, marking it now as obligatory for all transfers.
Overall, the supporting documents required for the preparation of transfer contracts are divided into four categories:
- In the certificates that state that there are no debts to the State, which are a total of eight (tax update, statement of non-dues of inheritance or gift tax, declaration of goodwill, etc.)
- Attestations by engineers, which are six (a certificate of town planning legality, a topographic diagram, a copy of a building permit, etc.)
- In the documents for the Land Registry, which are two (extract of a cadastral chart, certificate of a cadastral property)
- And the certificates for forest and border properties that are seven (designation act, forest tree certificate for private forests, etc.).

What is building identity?
A complete envelope with the history of a building that reflects its current situation and all permits and monitors all changes during its lifetime.
The file manager is the engineer, for whom criminal penalties and fines (from 2,000 to 20,000 euros, depending on the unpainted area) are also provided if false information is provided.
The law stipulates that for public buildings, OTAs, tourist accommodation of over 300sqm, service stations, education and health buildings as well as public buildings, the provision for gradual submission of supporting documents regarding the identity of the building within five years shall apply.
For all other buildings, an electronic ID is required during the transfer by attaching the relevant statement to the transfer of ownership agreement.
The procedure foresees that the electronic file will be completed by the engineer, while the system for electronic submission of data has been taken over by the engineer.
The database is refreshed whenever a task is performed in a building. The engineer then applies for a certificate of a building or a divided property.
Once the details of the certificate of completeness have been completed and the necessary certificates have been issued, the code of ownership is sent electronically to the engineer and the owner to issue the certificate of completeness.
The leases have been saved from the engineer's certificate, but the ministry's line, as stressed by Environment Minister Giorgos Stathakis, is that the arbitrary buildings are not hired.
At present, strictness remains theoretical. But this poses risks for owners in case of friction with tenants, as it can be the focus of extortion and complaints.
The proofs of the electronic identity
In order for citizens to be lawful with the requirements of the new law, their engineers should complete the electronic identity.
The certificates to be collected include the building permit of the building with:

- Its revisions and plans
- The energy performance certificate for the building or parts thereof
- The manufacturing test certificate, if issued
- Declarations subject to sanction suspension laws
- The floor plans, which capture the building in its true state
- The structural vulnerability sheet and the static proficiency study, if required
- The millimeter table and the cost allocation study of the building, if any
- The certificate of completeness of the building identity, which will bring a unique number in the future will be enough to make all the real estate transactions.
As the Ministry of the Environment and engineers report, electronic ID is the tool to know the real estate situation. The difference is that for the properties transferred these obligations are accelerated.
Which certificates are needed
